It seems that you're in need of a grant that's geared towards getting your project done. If I understand what you wrote, this is a program that's already in place and your job is to direct it. How is the program funded? Rather than a scholarship it seems that you need funding, a grant. Grants are funds to get a particular project done. There are many sources of grants, such as local, state, and federal government, local businesses, and private organizations.
Are you eligible? The first step in seeking funding is determining whether your particular program is eligible for funding. Who runs it? How did it begin? Is it funded? Who pays for activities?
Who is in charge? Who is the appropriate person to write the grant and make decisions about seeking funding? Who do you report to? Does he or she agree that funding is needed?
Who will write the grant? It is likely that you will have to ask a faculty member to co-write or at least sponsor the grant as most funding agencies will require a terminal degree.
What about the data? Recognize that most grants require that the program collect data to measure its effectiveness. Incorporate that into your program and into the grant proposal.
