Should I Reject this Offer?

I've accepted an offer for a PhD program for next year, and I've recently decided to change my dissertation topic which, with a number of personal reasons, has led me to question the PhD program I chose. My advisor has told me just to go and transfer out of after first year if it doesn't work for me, but I'm starting to wonder if having started in another program will be held against me when I reapply. Is there a way to get out of this program and get a job for a year while I reapply? Or do I have to go and start in this program since I've accepted the offer?
